Electrolysis is the passage of electricity through a substance which is molten or in an aqueous solution resulting in chemical reactions at the electrodes - according to Wikipedia.
The difficulty I think in harnessing lightning is handling such high voltage (electronics and electrical systems may easily fry). Also using it for a consistent output of lower voltage is a challenge.
Using water in gaseous form as the target of directed lightning (thru lightning rods or other means) could be easier. I think high voltage will easily turn water into ionic Hydrogen and Oxygen. Electric overloading will not be encountered as the high voltage is not directly connected to electric system.  However, the mechanism to trap Oxygen and Hydrogen into separate chambers at that instant, must be provided.

Once Hydrogen and Oxygen is collected, consistent electricity can be recreated via a combustion chamber where both chemicals are allowed to spark (with water coming out of the exhaust system). The combustion will then turn the generator which will produce electricity. Fuel cells to power vehicles can also be made from the stored Hydrogen.

My idea for harnessing it is to put up lightning rods to power a water hydrolysis system that will separate Hydrogen to be stored for fuel and Oxygen for other purposes.  I just hope some study be done on this.

Why not install a national pipeline where sea water is supplied.  Then people can connect to it for flushing toilets, forest fire prevention, even creating an inland fish culture, etc. Aside from the freshwater savings, the private sector will be encouraged to develop water filtration systems to obtain fresh water. I suggest using ceramics and gravity, or perhaps using sea water circulating on dome roofing system where distillation can occur and excess heat from buildings can be dissipated while salt becomes another byproduct. 

I must admit that this could be feasible only on bay areas.  Until drainage system is sure not to end in fresh water rivers, etc.  This brings us then to another environmental problem at hand, where chemicals and other wastes find their way to the rivers.

Money is like blood.  If we have a closed national e-business market, digital cash may better be issued periodically to all.  People do have a capacity to produce but the blood transport system in the real world of supposedly free market, does not circulate freely to the extremities.  Casino, financial markets, lotto, taxes, SSS/pension contributions and the like are like blood magnets that funnel the direction of money and lump it somewhere.  Many of such devise are for ideal or benevolent purposes, but in actuality the money once accumulated is very susceptible to speculative endeavors and leakage/lesions.

Blood is carried from the heart to all parts of your body in vessels called arteries. Blood pressure is the force of the blood pushing against the walls of the arteries. Abnormalities in blood circulation can mean a silent killer lurks or it may already be accompanied with failure in heart, kidney etc.  Much the same in national finance.  Economic data may present a rosy picture although many people are close to dying.  At each cycle flow of blood, fresh oxygen and sustenance must reach all parts of the body.  Many people are surviving from other means.  The market cannot be freer if the money or blood is stuck somewhere by swelling or is coagulated in some financial organ.
