A surefire way to be on the cutting edge of a field is invention! I believe that humanity is on the infancy of immortality. To discount the possibility of what comes in the foreknowledge of our minds is a great disservice to our race. The 3rd world will break such state of underdevelopment by exploring knowledge with pure courage. Relying on a hand me down technology is out of the question as humanity have just barely scratch the mind in the universe. There are many directions that knowledge can turn. The 3rd world must start to trailblaze one that is most compatible with their culture and experience so that in the end we can be armed with a barter mechanism for participating in the strides of all human race.
Tiered BPL (Broadband over Power Lines)
If you are familiar with Linux, you already heard about open software. It simply means that with Linux, you can download an OS and its code (anyone can improve said system). With this we can harness the creativity of our young students and professionals in creating a modified system for academic and national gov’t needs. In the process, we can pump prime the economy by giving add’l employment to our youth. Perhaps we can create a modified TCP/IP system to implement on the BPL. I believe, a simple modification to the data packets may be made for a closed Phil. only internet.
Another approach may be to partner with the creators of 2nd Life (http://secondlife.com/whatis/) and using unmodified TCP/IP, with the BPL implemented as a large Wide-Area-Network.
Continuous harnessing of Filipino talents here and abroad and the emerging technologies will be in our country’s favor. New applications can be invented such as online census or voting system, not to mention having a unified national ebusiness h-way.
We can modify the BPL modem to include a sim card and perhaps a biometric panel attachment where thumbmarks can be processed for a higher level of security. Perhaps, in the process our country may overtake other countries in technology!
My National Broadband Proposal

For my first post, I would like to offer a solution to the broadband requirement of the Philippines (as you may have read, there is a lot of smell emanating from the broadband deal inked out by the GMA administration):

There is a technology called BPL (Broadband Over Power Lines) where internet signals are sent thru one’s home power outlets. That means we build electric lines to the remotest village and voila their barangay can be connected thru the internet!
1) Using a BPL solution, we can talk to the Linux Community and
they will gladly help with an 2) operating system software for internet servers.
Hire a software team and create 3) encryption and security system.
use the BPL technology for a 4) closed Philippine intranet with 2 tiers.
4a) One is public - homes can access by purchasing a modified modem and plugging to their power sockets (from their computers).
4b) The other tier is accessible only amongst gov’t offices.
II. Benefits
With this, our country will then earn from advertising and the fees from web owners (whose site they would like to be accessible to people who may have no broadband yet). That means that google, for example, can have their web applications an assured audience.
The same facility can also be used for creating an online business that the government can properly tax and still be more affordable for households with optional id system (for buyers and sellers). Barangays and cooperatives may be handed out seller privelages to lessen middlemen and handling charges.
Education, health consultations and many other services can be facilitated, monitored and regulated.
